KELLOGG BROWN & ROOT TEAM WILL BUILD NEW ETHYLENE PLANT IN THAILAND

DALLAS, Texas - Kellogg Brown & Root and Chiyoda Corporation have been selected by Thai Olefins Company to provide engineering, procurement, and construction services for a new ethylene plant in Map Ta Phut. The facility will be built using KBR's Selective Cracking Optimum REcovery (SCORE ™) ethylene process. The new 300-ktpa plant is based on ethane and LPG feedstock and will expand production at the existing Thai Olefins facility. Kellogg Brown & Root is a business unit of Halliburton Company (NYSE:HAL).

"I am confident that Thai Olefins will be very pleased with the SCORE technology," said KBR's chief executive officer, Jack Stanley. "SCORE's high yield, efficient operations and low capital cost are sure to increase the value of this addition and enhance the overall business of our customer."

The SCORE process was derived from M.W. Kellogg, Brown & Root Engineering and Construction and ExxonMobil Chemical technology packages. The merger of Kellogg and Brown & Root to form Kellogg Brown & Root, along with a worldwide ethylene technology licensing agreement between Kellogg and ExxonMobil Chemical Company prior to the merger, cleared the way for development of the process.

Benefits of SCORE include a high conversion operation on ethane with less recycle and fewer byproducts, allowing for increased production in the future without modifications; an improved control system increasing the feed versatility of furnaces and reducing discrete furnace requirements; and a burner design delivering low NOx emissions.

The contract includes license, basic design, engineering, procurement, construction and commissioning on a lump sum, turnkey basis. Engineering will be executed at KBR's offices in Houston, Chiyoda's offices in Yokohama, and other regional offices. Mechanical completion is targeted for late 2003.
